In the United States, the soaring cost of health care has become an economic drag and a political flashpoint. Moreover, although the country's medical spending is higher than that of any other nation, health outcomes are no better than elsewhere, and in some cases are even worse. In The Quality Cure, renowned health care economist and former Obama advisor David Cutler offers an accessible and incisive account of the issues and their causes, as well as a road map for the future of health care reform—one that shows how information technology, realigned payment systems, and value-focused organizations together have the power to resolve this seemingly intractable problem and transform the US health care system into one that is affordable, efficient, and effective.

Review
"Cutler has an exceptional ability to tackle an extremely complex topic, such as US health care spending, and make it simple and understandable for noneconomists while remaining true to the theory and science. . . . The Quality Cure should be required reading for those who manage or provide care. In particular, medical students and residents need to understand the ideas in this compelling book. Until now, health care has not had such a simultaneously scholarly and accessible book. Those seasoned in policy making will benefit from Cutler s insider look, his clear and concise way of communicating complex topics, and the detailed references and figures. Those new to the policy efforts around reducing costs and improving quality will also benefit from Cutler s simplified conceptual framework, his clear and compelling language, and his disciplined approach. . . . Cutler s experience, scholarship, and practical wisdom lay out a clear theory of change and policy recommendations for achieving it."--Peter J. Pronovost"Health Affairs" (08/01/2014)"
From the Inside Flap
"This is the book to read on health care." Tom Daschle, former US Senate Majority Leader
"Only in America could we have a health system where the prices are secret, varying by huge amounts within and across markets, and completely disconnected from the quality and experience of care delivered. The Quality Cure shows how reconnecting prices to quality will help health care work better. David Cutler shows the potential for healthcare." Bob Kocher, former Special Assistant to President Obama for Healthcare and Economic Policy
"Cutler's insights are illuminating . . . a must-read for those who care about real improvement in our health care system." Richard M. Scheffler, Distinguished Professor of Health Economics and Public Policy at the University of California, Berkeley
"In Your Money or Your Life, David Cutler taught the world that the rapid rise in health care spending over the past forty years has been worth it. In The Quality Cure, he takes the next step, showing us how we can control the burden of health care costs while increasing quality. This book is a treasure trove of critical facts about what works and what doesn't in health care and of invaluable insights about how to translate those facts into practice. In a policy arena fraught with zero-sum solutions, Cutler reminds us that we can have our quality and afford it too." Jonathan Gruber, Professor of Economics, Massachusetts Institute of Technology
"In The Quality Cure, David Cutler sketches the cost, access, and quality problems that have plagued our health care system for the past few decades: problems caused by the wrong incentives, lack of transparency, and the near absence of the technological infrastructure that has modernized virtually every other industry. He then paints a clear and compelling portrait of the much-improved health care system within our grasp, in which quality improvements driven by information technology, payment incentives, and a medical community with renewed purpose are improving health and lowering spending. He persuasively deploys real-world examples of changes occurring in Massachusetts and elsewhere, many of which he had a hand in shaping. It's a fascinating, uplifting read."Nancy-Ann DeParle, former Director of the White House Office of Health Reform
Professor Cutler's latest book provides a lucid, compelling, and extremely readable account of the major problems of our health care system and their solutions, by one of the leading health economists of our time.”David Blumenthal,President of the Commonwealth Fund

Quality First --> Lower Costs and Better Patient Outcomes!
By Loyd Eskildson
Cutler's first chapter identifies cost, access, and quality as 'the three horsemen of the (American healthcare) apocalypse.' What a horrible depiction of our healing industry, yet very apt. Fortunately, they can all be simultaneously addressed - by focusing on quality.
The Toyota Production System (TPS) focuses on maximizing quality - through prevention, and immediate detection and correction of defects. Side benefits include faster response times, lower inventories, and improved productivity. NO tradeoffs!
The TPS has revolutionized manufacturing. Healthcare, however, has been late to adopt such thinking. The 'good news' is that now we have David Cutler's 'The Quality Cure.'
A startling finding - unnecessary care adds up to nearly $200 billion/year. Examples provided include spine surgeries, induction of preterm birth, and stenting. And then there's lots of excess imaging - not only a waste of money, but a potential cause of cancer.
Another mind-boggler - central line infections cause numerous deaths, there are protocols that essentially eliminate the problem, and we often don't follow those protocols. Overall, the death rate from medical errors is the equivalent of a medium-sized jumbo jet crashing daily.
Fast, specific information feedback is essential to quality improvement. Unfortunately, there is little of that In healthcare.
Payment reform is an essential precursor to quality improvement in healthcare. We need to stop paying on a piecework basis, regardless of quality, and move to paying fixed amounts (eg. placing doctors onto a salary basis), without making the mistake of earlier HMOs. (Then they dictated what was allowed and not allowed. Not the case now with the ACA global payment model.)
Two more key points - patients have a lot to contribute to care improvement. A good start would be exercise, diet, and smoking cessation. And second, we haven't yet begun to see the benefits of electronic medical records - vast improvements in treatment are likely to result from mining healthcare databases.

Realistic view on American healthcare
By Christina
I am a Master's degree student in healthcare administration, and this book was recommended as one of the "good reads" by my instructor. David Cutler made a great impression on me both as a writer and as a professional. His knowledge is undeniable, and he is able to explain the basics of the US health care, its issues and benefits in a simple language. The book addresses the actual topics such as Affordable Care Act, reasons why it was implemented, while keeping it short and simple. If you have never read anything on healthcare, you probably would be just fine reading this book. It requires literally no prior knowledge and explains everything very well. Finally, if you have read other books about our healthcare, you will find this one very refreshing as it is realistic, yet not too depressing as many others.

Historians meet Health Care in America
By James G. Floyd
I would only hope that our elected officials would taake the time to read books like this one. Our Health care system is ne that was created from serendipity and greed. We have only been made to focus on patient outcomes as a result of fear of litigation and reputation in too many cases. We should make health care act as a real business and get the electied officials out of medicine and allow consumers more say so. This is good for a basic discussion starter, but the problem is much to complex for the simple answers it gives. I would really recommend this for the real historians out there. Health care is too important to be used as a political football, we need leadership and thoughtfulness.
